Nicaragua Educational Final Evaluation Report

Project Overview

TMG determined “the overall contribution of USAID/Nicaragua’s investment in achieving quality basic education with a special focus on recommendations for project activities to potentially transition to the Nicaraguan Ministry of Education and other actors, extract lessons learned, and provide recommendations based on the evaluation findings.”

Project Description

In collecting the information needed to address the scope of work, the team performed an evaluation developed a detailed work plan which included instruments for classroom observation and guides for conducting interviews; reviewed 135 documents; visited 42 primarily schools and three Normal schools; conducted individual interviews with 136 individuals (several, two or more times); and carried out focus group interviews with approximately 250 individuals. The evaluation team assessed Excelencia, which was implemented by the American Institutes of Research (AIR) with the Academy for Educational Development (AED); Proyecto de Apoyo Social al Sector Social de Nicaragua (PRONICASS), a project implemented by Management Sciences for Health (MSH); Centers for Excellence in Teacher Training (CETT), a regional program out of USAID/Honduras with the Universidad Pedagogica de Honduras; Early Grade Reading Assessment (EGRA), a task order with the Research Triangle Institute (RTI) that was part of a worldwide program run out of USAID/Washington with USAID/Nicaragua; The Global Development Alliances/Models School Program (GDA/MSP), part of a five-country initiative to apply the GDA in education with USAID/Nicaragua; and Alliances for Education and Health program, a program managed out of USAID/Guatemala and run by RTI.
