Project Description
USAID/Kenya awarded the IECC Project PAD Evaluation contract to The Mitchell Group (TMG) in order to assess the performance of the IECC Project PAD and its contribution to the USAID Kenya’s CDCS. ; DO3 “Inclusive, market- driven, environmentally sustainable economic growth”, IR3.2: More resilient people and ecosystems to climate change in a green growth economy. The IECC project addresses the increased vulnerability of the Kenyan people and its ecosystems to the impacts of climate change in a growth trajectory that is progressively increasing emissions, and therefore conversely making the situation worse.
The Mitchell Group mobilized an international expert to lead the evaluation team. TMG’s evaluation approach focused on the overarching development hypothesis, expected development outcomes, key lessons, and expected sustainability. The evaluation had two parts. The first area included the review of IECC activities that have been implemented throughout the performance period of the PAD and how these activities have contributed to the expected project outcomes. Secondly, the evaluation distilled lessons and learning for how project outcomes were or were not contributing to self-reliance and recommendations for future support. The evaluation used evidence to document key achievements and gaps in programming; and identified and documented best practices and lessons learned to inform follow on projects.
