Project Overview

TMG conducted an external evaluation of the three Education Quality Improvement Program (EQUIP) Leader With Associate (LWA) awards.

Project Description

EQUIP 1, awarded to the American Institutes of Research (AIR) in February of 2003, addressed educational interventions that improve student learning and closely involves the school and the local community. EQUIP 2, awarded to the Academy for Educational Development (AED) also in February of 2003, provided education assistance to countries at the cross-community, district and national levels, particularly in the areas of policy and systems development, management, and education finance. EQUIP 3, awarded to the Educational Development Center (EDC), focused on assistance to build the capacity of organizations and agencies to provide relevant skills training for out-of-school children and youth, including girls, minorities, and traditionally under-served populations. As an LWA mechanism, each EQUIP consisted of two parts: 1) the Leader Award which is funded and managed by EGAT/ED; and 2) Associate Awards which are funded and managed by Bureaus or Missions. The objective of the evaluation was to “Generate knowledge on the effectiveness of the EQUIP Leader With Associates (LWA) mechanisms in serving EGAT/ED and USAID missions’ needs, and to identify areas for improvement.” The evaluation was used in two areas: (1) shaping future EGAT/ED use of the EQUIP LWA; and (2) shaping future EQUIP Leader activities.
