Project Overview

TMG completed this task order to procure technical assistance to collect baseline and end line data using an Early Grade Reading Assessment (EGRA) in English and the modified EGRA in ten local languages.

Project Description

The data was used for monitoring as well as reporting against USAID strategic goals to support the achievements of the goals of the Government of Uganda (GoU)’s Component One, Effective Teachers, and of the Teacher and School Effectiveness Project (TSEP). Technical activities TMG accomplished include: conducting data collection to establish baseline and end-line data for the TSEP program, the first during first quarter of 2016 and the follow-on survey one year later; developing appropriate data collection methodology and sampling framework that will be representative of the 27 targeted districts, the 10 targeted local languages, and English; ensuring that data systems and analysis are coordinated with the School Health and Reading Program (SHRP), the Uganda National Education Board (UNEB), and the Ministry of Education, Science, Technology, and Sports (MOESTS); and conducting four workshops at the national and regional levels, to disseminate findings of the surveys. Overall, EGRS contributed to the achievement of Development Objective 3 (DO3) of USAID/Uganda’s Country Development Cooperation Strategy, “improved health and nutritional status in focus areas and populations,” by addressing the objective Health Seeking Behaviors and Demand for Quality Services increased, and outcome expected “improved reading at grade level.”
