Recognizing that imbalances in health manpower contributed tot he limited overall utilization of health services as well as the mal-distribution of these services, TMG strengthened the health system particularly by better orienting health workers to primary health care and employing more health workers outside of cities.
TMG promoted the stimulation, facilitation, and support of national and regional training programs to provide qualified technical, scientific, and management personnel and policy planners.
TMG determined the respective duties and responsibilities of the Government of Zaire and USAID, specified the resources required to institute restructuring, stated the anticipated effects of the restructuring on the Mission, and developed a schedule for more fully integrating the Ministry of Plan into the counterpart fund financial system.
