USAID Africa Bureau’s Office of Sustainable Development (AFR/SD) and USAID’s Bureau for Economic Growth, Agriculture, and Trade (EGAT) Support Services Project

Under this contract, TMG used its extensive experience in designing and implementing M&E plans to increase the relevance, efficiency, and time- and cost-effectiveness of data collection and analysis, enabling USAID development objective (DO) managers, project managers and mission directors to improve the performance of USAID activities. TMG developed performance standards, performance monitoring plans and indicators for annual reports and USAID’s consolidated reporting system to track progress. TMG reviewed missions’ annual reports and country strategy papers to ensure that they are compatible with overall agency and bureau goals. TMG also developed scopes of work, selected evaluators and managed the evaluation process, as well as conducting evaluations and data quality assessments of annual report indicators. Furthermore, as part of its M&E activities, TMG provided key data collection and reporting support to AFR/SD and EGAT by maintaining a database and tracking system to monitor activities and pinpoint the status of projects on an ongoing basis. TMG was also responsible for publication and dissemination of a series of technical papers on agricultural and environmental issues and outcomes, along with assisting with documents in other sectors. TMG’s staff also edited the entire five-year strategic plan for AFR/SD, congressional presentations, annual report review documents, inter-agency agreements, conference programs and proceedings, trip reports, briefing papers, Web pages, memos (including action memos), letters, forms, brochures in English and French, questionnaires, and newsletters.

Liberia Technical Assistance Services in Support of the Ministry of Agriculture (MOA)

TMG and TetraTech/ARD collaborated to provide expert long-term technical assistance in the area of institutional development for the implementation of ARD’s MOA Sector Support (TASMOA). Specialized technical assistance and related services were provided to the MOA and other sector-related institutions. TMG recruited and fielded a long-term Institutional Development Specialist (IDS), to provide direct technical assistance to the MOA and its related institutions, working in close collaboration with major stakeholders in the sector, including UNFAO, lead Government ministries/agencies, NGOs, private sector entities, among others; conducting a review of existing materials available within and outside Liberia regarding agriculture sector policies and strategies; and conducting peer review of the comprehensive sector assessment report in terms of its appropriateness in developing effective policies and strategies for the sector.

Uganda Feed the Future Program Design

Uganda Feed the Future Program Design

TMG carried out the design of the Feed the Future program in Uganda. TMG defined new programs under the Feed the Future core investment areas of increasing agricultural productivity; reducing trade and transport barriers; promoting sound market-based principles for agriculture; accelerating participation of the very poor in rural growth; improving climate change and natural resource management; improving nutrition for women and children; and increasing effectiveness of humanitarian assistance.

Services to Support the Secretary of Energy Visit to South Africa

To support the Secretary of Energy’s visit to South Africa, TMG successfully researched and identified small to medium size majority black-owned businesses in South Africa that could become potential candidates for US/SA joint ventures; created a comprehensive list of SA black majority energy-related enterprises; drafted, printed, and mailed invitations to participants invited to attend the Energy Summit; and provided support to the Energy Summit as directed.

Mozambique Primary Health Care (PHC) Support Project

TMG provided assistance for essential drugs and contraceptives, technical assistance, in-country training, research and studies, and project related costs. Given the serious limitations in the health sector and the preventable nature of Mozambique’s major health problems, a focus on preventive PHC that more efficiently and productively used resources to improve the overall health status in Mozambique, especially among women and children was TMG’s key emphasis.

Senegal New Country Program Strategy

TMG implemented a demand-driven approach to help address Senegal’s daunting development challenges. Three strategic objectives were designed to support USAID Mission’s goal of “sustainable economic development through broadened social, political, and economic empowerment.” These were as follows: sustainable increase of private sector income generating activties; more effective, democratic, and accountable local management of services and resources; and increased and sustainable use of reproductive health services in the context of decentralization in targeted areas.

The National School of Applied Economics (ENEA) Rural Management Training Project

The National School of Applied Economics (ENEA) Rural Management Training Project

TMG assisted ENEA in redirecting its training program for lower- and middle-level rural development cadres by including management skills in project design, implementation, and evaluation in its curriculum. Building on an established training system which combined classroom teaching with extensive field training, TMG enabled ENEA to better respond to the needs of the Government of Senegal (GOS) user agencies by developing and institutionalizing a program of in-service training for agents in the field, most of whom are ENEA graduates.
