Afghanistan Civil Service Support (ACSS)

As a subcontractor to Deloitte Consulting LLC, TMG provided technical assistance in Monitoring and Evaluation in the preparation of Performance Monitoring Plans and reports, required reporting, and the establishment of an ACSS M&E unit. TMG was responsible for identifying the performance indicators for all ACSS components as well as anticipated data collection procedures and reporting responsibilities; monitored ACSS activities and communicated with team leaders on a regular basis; and monitored the collection and accuracy of performance indicators for inclusion in the Quarterly Report and other contractual reports.

USAID/Haiti, Incentives to Improve Basic Education (IIBE) I & II

Under the Incentives to Improve Basic Education (IIBE I & II ) contracts in Haiti, TMG provided long- and short-term technical assistance to the Government of Haiti and the Haitian Foundation for Private Education (FONHEP), an umbrella organization of private and parochial education institutions. TMG’s contract was implemented within a larger program to improve FONHEP’s management of USAID’s resources including small grants made to participating institutions; and to promote administrative efficiency and equity of access in primary schools. The primary objective of our financial management advisors was to implement fully the components of an enhanced financial accounting and reporting system to produce timely and accurate data for managerial planning and decision-making. From October 1996 to January 1997, TMG undertook a critical review of the operations of FONHEP and related organizations to develop a phase out action plan that will leave a capable, sustainable organization. Also, TMG provided assistance to build on FONHEP’s’s management systems, including identification of training needs and pinpointing operational bottlenecks that affect FONHEP’s management. The project involved managing the logistics for importing materials to support textbook preparation. TMG provided budget, financial management, and audit services to facilitate implementation of basic education activities carried out by FONHEP’s members, worked on improving personnel management skills and conducted data gathering activities.

USAID/Ghana, Primary Education Project (PREP)

TMG implemented the $1.2 million contract for the project component of PREP I, a $30 million sector grant designed to strengthen the institutional framework needed to assure a quality, effective, equitable and financially sustainable primary education system in Ghana by the year 2000. TMG provided technical assistance and training to support the policy reforms. As part of its assistance to the Program Management Unit (PMU) of the Ministry of Education, TMG also developed and implemented a nation-wide Education Management Information System (EMIS), providing consultants for the process from the needs assessment to staff training. The EMIS greatly improved the ability of both the Government of Ghana and the donor community to manage and monitor resources in the primary education system.

USAID/Benin, Children’s Learning and Equity Foundations Project (CLEF) Project I & II

Under this $11,169,442 performance-based contract, TMG provided long-term advisory and short-term consultant services to USAID/Benin and the Government of Benin to facilitate achievement of primary education policy reforms. TMG achieved significant results at the primary level, including curriculum development, teacher training, and textbook printing and distribution. The objective of CLEF was to institute educational reforms and implement an effective, efficient, equitable and sustainable primary education system throughout Benin. TMG provided long-term technical assistance (TA) and significant short-term TA, training, and commodity procurement that contributed to the achievement of significant progress through innovative and sustainable interventions in teacher training; curriculum development and achievement testing; community and parents’ participation; strategic planning and school mapping; and financial management. TMG helped support a complete overhaul of Benin’s primary learning system. New curricula for all primary school subjects were developed and tested, and were implemented nationwide. New and innovative teaching methodologies for primary school children were institutionalized. The Primary Leaving Exam (CEP) was completely restructured leading to a CEP success rate of over 90% for students in the school year. Approximately 21,500 teachers and 100 school inspectors were trained in the use of a new curricula and teaching methodologies. Textbooks, workbooks, teacher guides and pedagogical charts were developed, tested and locally printed for Grades 1-4. Additional accomplishments included strong support for girls’ education through the creation of a National Girls’ Education Network with the objective to increase equity for girls and children in disadvantaged regions, resulting in a sustainable increase of 16.65% in the gross enrollment rate for girls. TMG also provided training for teachers and school inspectors using new teaching methodologies through Side-Based training for all educational staff at 1 to 4 grade level.

Uganda Monitoring and Evaluation Management Services (UMEMS)

The purpose of the UMEMS contract was to develop a comprehensive performance measurement, planning, monitoring, evaluation and reporting system, providing the USAID/Uganda Mission and Implementing Partners (IP) that implemented projects in democracy and governance, peacebuilding, economic growth and food security, basic education and health. TMG provided technical expertise in performance monitoring by assisting the Mission to manage large amounts of data and developing and managing a web-base database (Performance Reporting System); evaluation assistance by preparing and conducting evaluations and special studies and documenting and disseminating results; and information dissemination and capacity building for M&E by training, preparing information products, and strengthening information flow.

Uganda Agricultural Productivity Enhancement Program (APEP)

Uganda Agricultural Productivity Enhancement Program (APEP)

Under this project, TMG, as subcontractor to Chemonics, was responsible for designing and implementing specific activities and interventions constituting the APEP project. The project was aimed at expanding economic opportunities in the Ugandan agricultural sector by increasing agricultural productivity and marketing of key food and cash crops. Results were achieved through direct agricultural production and marketing competitiveness enhancement measures that impacted farmers, producer organizations, and agribusinesses within sectors including rice. TMG provided short-term technical assistance and one local long-term Commodity Commercialization specialist supporting a variety of production and marketing efforts ranging from farmers’ fields to farm gate to traders and exporters.
