Advancing Basic Education: ABE -BE

Under this IQC, TMG implemented task orders and provided short-term quick-response advisory and technical assistance in the key areas of the education capacity building and literacy training for adults and out-of-school adolescents; early childhood development; strategic planning; performance monitoring and evaluation; curriculum development; teacher training; girls’ education and other gender issues; financial management; and related areas of human development.

Private Voluntary Organization (PVO) Co-Financing Project

USAID/Dominican Republic (DR): TMG improved the well being of the geographically and economically isolated lower income groups in the DR by increasing the capacity of Private Voluntary Organizations (PVOS) to deliver selected services and other resources. Two main components composed this project: establishment of a PVO Development Fund and development of a Fund Administration Mechanism to undertake the review and implementation processes.

Haiti Education 2004 Project

Haiti Education 2004 Project

TMG served as subcontractor to the Academy for Educational Development for this contract. The overall objective of this program is to provide technical services to USAID/Haiti to promote literacy and numeracy by improving the quality of educational instruction and administrative efficiency in Haitian primary schools and to provide support to the Haitian primary education sector. TMG supported this program objective by providing long-term technical assistance in the areas of financial management and support services. TMG fielded a Financial Management Specialist who managed a grant to the Haitian umbrella primary education NGO, FONHEP, and continued to provide financial management assistance to this organization. The TMG Financial Management Specialist oversaw and managed the subcontracting process for Haitian NGOs to carry out ED2004 activities and managed the process for grants to operations research. TMG also hired a Training, Grants and Office Manager and assisted in procuring textbooks and other school materials and arranged for their distribution to schools.

USAID/Haiti, Incentives to Improve Basic Education (IIBE) I & II

Under the Incentives to Improve Basic Education (IIBE I & II ) contracts in Haiti, TMG provided long- and short-term technical assistance to the Government of Haiti and the Haitian Foundation for Private Education (FONHEP), an umbrella organization of private and parochial education institutions. TMG’s contract was implemented within a larger program to improve FONHEP’s management of USAID’s resources including small grants made to participating institutions; and to promote administrative efficiency and equity of access in primary schools. The primary objective of our financial management advisors was to implement fully the components of an enhanced financial accounting and reporting system to produce timely and accurate data for managerial planning and decision-making. From October 1996 to January 1997, TMG undertook a critical review of the operations of FONHEP and related organizations to develop a phase out action plan that will leave a capable, sustainable organization. Also, TMG provided assistance to build on FONHEP’s’s management systems, including identification of training needs and pinpointing operational bottlenecks that affect FONHEP’s management. The project involved managing the logistics for importing materials to support textbook preparation. TMG provided budget, financial management, and audit services to facilitate implementation of basic education activities carried out by FONHEP’s members, worked on improving personnel management skills and conducted data gathering activities.
